The England international had been in news to make a move away from Anfield since March after he refused to sign a new contract with the Merseyside club.
The 20-years-old, who joined the Reds as a teenager from QPR five years ago, becomes Manuel Pellegrini’s first major capture of the summer.
City failed to defend their Premier League title last term, eventually finishing second with eight points behind the Holders Chelsea. Fans have been posting their thoughts on Twitter about this astronomical transfer.
